The institute has a vision of assuming “Leadership Role” in the field of Educational Planning and Management spread over different sectors of education.    SIEMAT was established in the year 1995 under U.P. Basic Education Project It is run by a society registered under Societies Registration Act 1860. Since January 2001, it is aided by Govt. of Uttar Pradesh. It is a leading Training and Research Institute in the field of Educational Planning & Management in Uttar Pradesh.

    The RRRC at SIEMAT conducts research and survey study on various aspects of education on request from Central / State Government or other organisations. Training programmes are also organised on demand for other states. It also provides expertise, help and guidance in setting up SIEMAT / SIEPA in other states. Some of the programmes conducted by RRRC, SIEMAT are listed below :

    1. Advising the states of Assam, Bihar, Chhattisgarh, Gujrat, Karnataka, Haryana, West Bengal, Jharkand and Nagaland for establishing SIEMAT.
    2. Training on Supervision for Assam and Himanchal Pradesh.
    3. Training on EMIS for Himanchal Pradesh.
    4. Training on Action Research for Haryana.
    5. Research methodology Programme for Bihar, Madhya Pradesh and Rajasthan.
    6. Providing Assistance in preparing plan for Uttranchal.
    7. Capacity Building Programme for Block Level Officers of Lok Jumbish (Rajasthan).
    8. Capacity Building Programmes for Block Level Educational Officers/Project Officers of Janshala Project of Uttar Pradesh, Chhattisgarh, Rajasthan, Jharkhand, Madhya Pradesh, Maharastra, Andhra Pradesh, Orissa and Karnataka
    9. On request in Unicef Patna (Bihar) office SIEMAT conduct capacity building programme for district level education superintendent working in elementary sector of education Bihar State from 12-16 September 2005.
    It is worth-mentioning that SIEMAT faculty is included in appraisal team at National level.     		 
    SIEMAT has completed 352 action researches
